Position Purpose: 

The Lead Service Line Inventory and Replacement Project Manager will work under the general supervision of the VP Business Development and in conjunction with operations personnel.  This position is responsible for assisting the company in meeting the new lead service line requirements water quality, environmental rules and regulations, including those associated with the Safe Drinking Water. The Project Manager will support contract with water distribution system operations by assisting the local staff with sales, project design, costing, capital project oversight, in house or outsourced construction and other needed improvements or upgrades to existing facilities that VNA operates.  This will involve managing contractors to assure that they are in compliance with project budgets, QA/QC, schedules, and process operational requirements.

Primary Duties/Responsibilities:

Project and construction management of capital projects.

Strategies to manage water, waste water and environmental quality challenges, anticipate & understand regulatory trends and develop the appropriate strategies and processes for local water quality managers to ensure facilities compliance, manage risk, and to deliver the appropriate reporting and communications to the group.

Assist the company and site personnel with communicating the regulatory and project needs to the community and its customers. 

Lead the project organization, design and pricing for carrying out the Lead Service Line inventory and eventual Lead Service Line Replacement. 

Procuring and managing contractors. This entails assuring contractor’s work conforms to the project specifications and is accomplished by inspecting the contractor’s work; by keeping a record of instructions and directions given to the contractor regarding plan and specification interpretation and any required change orders; coordinating with an independent testing any materials testing required by project specifications; by verifying quantities for payment on contractor’s monthly pay request; by coordinating construction activities with residents, utility companies and other agencies; by providing for public safety during the project.

Coordinate with operations personnel at the site and water quality technical support regarding follow up water testing and customer notification.

Actively monitor, verify, remediate the strengthen compliance with regulations and laws. Execute department action plans, contribute to the development of functional strategies and interface with corporate EHS&S and Water Quality Compliance teams to implement corporate initiatives at the local levels. Also provide feedback to the leadership team for applicable policies and regulations.

Ability to establish and maintain effective working relationships with plant managers, field crews, outside consultants, city staff and elected officials. 

Develop and manage compliance strategy, action plans, KPI’s, dashboards and reports to monitor water compliance and the appropriate reporting processes.

Answers technical questions and provides information to public and other agencies.

Define the appropriate processes & SOP’s to manage water regulators (AWWA, EPA, State, etc.)

Responds to and resolves public inquiries and complaints related to collection projects.

Responds to questions from contractors on bid specifications; coordinates work with contractors, City departments and other agencies.

Must be generally available, creative and flexible and available to respond to emergency “call outs” on construction projects at any time of day, year-round.

Performs related duties as assigned.

Work Environment/Physical Requirements:

Varies greatly depending on the work being done and the project being supported at any given time: Work environments include office locations, operating project sites, and construction sites.

Ability to travel to field locations and interface and communicate effectively.

While performing the duties of this job, the employee regularly works in outside weather conditions.

The employee occasionally works in excavations and roadways and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles.

The noise level in the work environment is usually moderate to loud.

Qualifications Education/Experience/Background:

Bachelor degree in Science, Engineering, Environmental or related field or comparable work experience.

Knowledge/Skills/Abilities:

Knowledge of distribution system functions, construction management, inspection, methods and materials.

Knowledge of contract administration and pay estimates.

Working knowledge of methods and interpretation of soil analysis, materials, compaction and density tests.

Working knowledge of surveying and surveying methods.

Knowledge of drafting and engineering. Preliminary engineering to develop project cost estimates. GIS mapping is helpful.

Experience in communicating with elected and appointed officials, the general public and operations personnel through multiple medias.

Ability to read and interpret plans and specifications.

Ability to establish and maintain effective working relationships with employees, contractors, other departments and the public.

Ability to follow written and oral instructions.

Ability to communicate effectively, both verbally and in writing.

Must be proficient in MS Excel and other computer programs.

Demonstrated knowledge of the standard practices, common tools, materials, occupational hazards and safety precautions of water/wastewater treatment plant and thorough working knowledge of NPDES regulations and permitting process.

Required Certification/Licenses/Training:

Minimum five (5) years of experience in regulatory and environmental compliance required. Focus in environmental management of water resources and/or treatment or related technology or process development. Water operations and regulations, water distribution and testing, construction management, inspection, collections or related experience required.

Environmental reporting (i.e., Annual Waste Summaries, EPCRA Tier II Reports, SARA Toxic Release Inventory Reports, Air Emissions Inventory Reports, and Annual Compliance Reports)  PE, or other professional certifications are preferred.

Driver's License
