Job Description:

This position is accountable for leading the development and directing the implementation of a soil and groundwater (SGW) regulatory and stakeholder management strategy for the Downstream business in the USA and Latin America.

The aim is to win acceptance of the risk-based approach to the management o f potentially contaminated land and groundwater and to manage reputation risk associated with the soil and groundwater condition and issues for countries in the Downstream business.

Identify, maintain and continually refine the inventory and overview of key regulatory (or other external) decision makers and regulatory developments for the region and each country (and key States for the USA), and manage internal accountabilities and ownership for those relationships.

Maintain the overview of key soil and groundwater issues, business priorities and projects, develop and direct an advocacy strategy necessary to gain wider acceptance of sustainable risk-based solutions on Downstream assets.

Ensure continual refinement of the program to obtain maximum value.

Develop metrics to measure progress and success. Define and identify the resources needed to deliver implementation plans.

Leverage consultants to ensure alignment with our strategy and objectives. Support the development of an advocacy culture within our consultant and actively consider them as an additional resource for the delivery of our programs

Provide technical assessment and assurance for contaminated land management and/or water resource management projects;

Ensure high-quality delivery of technical aspects of a project by 3rd-party consultants;

Develop affordable technically sound solutions to reduce SGW liabilities;

Influence decision makers (e.g., regulators) to accept sustainable risk-based approaches.

Requirements:

Skills & Requirements:

Minimum 7 years of experience in related field

Bachelor's Degree required. Advanced degree (MS or PhD ) in Hydrogeology, Environmental Engineering is preferred or a closely related discipline.

Knowledge of SGW risk management with track record of successful risk-based solutions delivery with regulators and third parties.

Knowledge of regional regulatory and legislative processes and key players (Federal and State level for California, Michigan, Washington State, New Jersey)

Additional Preferred Skills:

An extensive network of government, international community, academia, and NGOs stakeholders relevant for SGW activities (ITRC, API, WSPA)

Demonstrated expertise with:

Conceptual Site Model development

Tiered environmental risk assessment;

Contaminant fate and transport evaluation and/or modeling;

Direct/develop site assessment and groundwater monitoring programs;

Remediation strategy development, options analysis, feasibility testing, and performance evaluation and optimization;

Hydrogeologic analyses (aquifer testing, stratigraphic interpretation/ correlation, etc.;

regulatory negotiations;

contaminated-land regulatory requirements.

Ability to introduce risk-based management strategies into emerging regulatory environments (track record)

Ability to act with courage with internal and external groups to achieve team and role goals.

Ability to work both independently, as well as in cross-functional and cross-organizational teams.
